Tiger, Tiger (Lynn Reid banks)

I really doubt that Tiger, Tiger by Lynn Reid Banks is eligable for the Newbery award. Banks was definitely born in the UK and has lived for periods of her life in Canada and Israel. I have not read that she is a US citizen.
The book Tiger, Tiger was published first in the UK in 2004.
